The People's Project - Bramley-Moore Dock
Project background
Everton Stadium Development Limited are applying to Liverpool City Council (‘LCC’) for full planning permission for the development of a stadium with associated facilities and infrastructure on the site of Bramley-Moore Dock (BMD), Regent Road, Liverpool.
The Club, in consultation with LCC, has undertaken a series of extensive site searches over the past 20 years in order to identify a suitable site for the Club to relocate its footballing operations to a new stadium that matches the requirements of a top English Premier League club. Everton confirmed in November 2017 that it had reached an agreement (subject to obtaining planning permission) to acquire land at BMD as the potential location for its new football stadium. Everton considers BMD to provide a site that offers a suitable location and iconic setting for a new stadium; and one which retains Everton’s cultural and historic ties to North Liverpool and to Goodison Park, whilst catalysing significant regeneration along Liverpool’s North Docks.
Construction of the proposed stadium on Bramley-Moore Dock would require the isolation and infill of the existing dock waterbody. The activities associated with the dock infill are the subject of this MMO licence application.
Programme of works
For the purposes of the Environmental Impact Assessment (EIA) submitted as part of this licence application, it has been assumed that the ‘opening year’ for all development within the application site is 2023, with construction anticipated to commence in Q3 2020.
The current expectation is that the demolition, construction and fit-out works would take approximately 37 months to complete. This programme includes all enabling work, required to allow efficient access to the site, and fitting out of the stadium. The programme has been informed by specialist contractor input from Laing O’Rourke and Boskalis.
The MMO licensable activities will take place in the initial stage (weeks 1 to 25) – site preparation including dock filling. This stage wil include:
- Site establishment hoardings and welfare
- Protection of listed structures and repairs to dock walls
- Creation of new opening in Grade II listed Regent Road wall to facilitate pedestrian access to the site compound (2 other openings to be created later in construction programme)
- Remove heritage assets and store for reuse
- Strip-out and demolition of unlisted structures
- Grub up redundant foundations and remove in-ground obstructions
- Dock isolation
- Dock filling
- Piling platform from recycled demolition materials
- Installation of permanent northern isolation structure
