Project title
New Cruise Liner Terminal Construction at Princes Jetty Site, Liverpool - Application for Marine Management Licence
Project background
Liverpool City Council proposes to construct a new Cruise Passenger Terminal at the existing Princes Jetty Site to cater for the year on year increase in passenger numbers since the opening of the existing cruise terminal in 2008. As the existing baggage hall is not future proof to handle the increase in passenger numbers and the larger ships, it is proposed that a new larger passenger terminal is constructed at the existing redundant Princes Jetty site on a suspended deck on two floors with the baggage hall on the ground floor and the passenger facilities on the first floor. The existing berth/landing stage for cruise ships which is made of floating pontoons will remain unaltered. The new cruise passenger terminal will be connected to the exiting landing stage/berth by a pedestrian and vehicular linkspan bridge. In order to construct the new Cruise Passenger Terminal at the Princes jetty site in the River Mersey, a Harbour Revision Order Application has also been submitted to MMO in August 2018 . A location plan and statement of support submitted to the MMO is attached as background .
This application is for a marine management licence to carry out the following work Packages as shown in the attached Marine Licence Plan :-
Work No 1- Dismantling/demolition of the redundant Princes Jetty ( Work Area 1A and Work 1B)
Work No 2 - Construction of a new cruise passenger terminal building on a concrete suspended deck on piles( work Area 2).
Work No 3 - Construction of a vehicular and passenger linkspan bridge and construction of a new floating pontoon to connect the linskspan to the existing landing stage ( Work Area 3)
Work No 4- Modifications to the existing landing stage and removal of the ex lower building on the pontoon ( Work Package 4)
Work No 5- Removal of two exiting mooring dolphins and construction of two new steel pile mooring dolphins( Work Package 5).
The coordiates of the external boundary of the full work Area is shown in the attached Plan.
Programme of works
The original construction programme was 24 months between April 2019 and April 2021(TBC). This is subject to change . An indicative start and finish of individual elements are provided below .
Work No 1. Demolition of the existing Jetty
1. The start date for demolition of the existing Jetty and deck was April 2019. A revised Programme will be provided once Marine Licence is issued. These activities are referred to as Works No1A and Work No 2A in the attached Plan - The Liverpool Cruise Terminal Extension -Harbour Revision Order 2021 -Works Plan Sheet NO 3( Works Nos 1A, 1B and 2 )
Work No: 2- Construction of a reinforced concrete suspended deck on piles and creation of a cruise terminal building.
2a. The Piling Activity in the River Mersey to follow on from demolition of the jetty and start in September 2019 to June 2020(TBC)
2b.Construction of the Suspended Deck - Programme to be confirmed.
2c. Construction of the passenger terminal building original start in October 2019. Programme to be confirmed later.

Work No 3- Construction of Linkspan Bridge and New Pontoon
3a. The passenger and vehicular Linkspan bridge works original start October 2020 .Programme to be confirmed once Marine Licence issued.
3b. The works related to the new pontoon which is to support the link-span bridge and connect to the existing landing stage was to start in October 2020. A revised programme will be supplied . Please see Work Plan Sheet 4
Work No 4:
Modifications to the existing landing stage including removal and relocation of the existing pilot launch , removal of the existing passenger walkway and works to the existing lower terminal building . These are shown in the attached Sheet No 5.
Work No 5
The removal of existing dolphins and construction of the new mooring dolphins was to start in September 2020 . Programme to be confirmed .These works and the co-ordinates are shown in Sheet No 4
