Shoeburyness Flood Defence Priority Works
This application is for priority works at Shoeburyness (the 'non-emergency works' outlined in our existing screening opinion request MLP/2014/00286). A separate application for Emergency Works at Shoeburness has already been submitted and agreed under Application MLA/2014/00553.

Following a sea defence condition survey at Shoeburyness Estate Ranges by CH2M HILL, some lengths of sea defences were identified to be in poor condition, provide less than the target standard of flood protection and require works to maintain or improve their flood defence function. These works are considered priority works and are subject to a separate MMO screening opinion request (MLP/2014/00286). These works are required to ensure that the defences are not breached and to avoid flood-related safety risks to the local population, QinetiQ staff and assets, and the environmental assets at the site.

Some of the works described in the screening opinion request were considered 'emergency works' and were subject to the seperate application referenced above. The current application is for the balance of the works requiring a marine licence included in the previous screening request, that were not considered to be 'emergency' works. These remaining works are still considered urgent, hence we request they are considered under MMO's fast-track application process.

The works items for which we seek marine consent under this application are referenced on the attached documentation as; SH-01, FO-03, FO-04, FO-05, FO-07, FO-11 and FO-12. Details of these works are in the EIA Screening Report submitted previously in the screening opinion request. However, for convenience, the same details are also included in this application.

Please be aware that we have already received assent from Natural England and Flood Defence Consent from the EA for the relevant works listed in the screening opinion request. Copies of the assent documentation is included with this application.
These works are currently programmed to be undertaken starting April 2015 and for completion as soon as practicable given the priority nature of the works.
