The Marine Management Organisation is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances detailed in the accessibility report linked below.
The content listed below is non-accessible for the following reasons.
Some pages have poor colour contrast between the text and the background, or between borders of input fields and the background. This fails WCAG 2.1 success criteria 1.4.3 (Contrast (Minimum)) and 1.4.11 (Non-text Contrast).
We use a security image (CAPTCHA) on some pages, like the 'Forgot your password?' page. There is no text-based or audio alternative for people who are not able to read the image. This fails WCAG 2.1 success criterion 1.1.1 (Non-text Content).
An image is used for the Marine Management Organisation logo in the header. This logo could be presented as an image next to the Marine Management Organisation text. This fails WCAG 2.1 success criterion 1.4.5 (Images of Text).
Some fields on pages such as the 'Register' and 'My details' pages don't have autocomplete enabled. This means that some browsers may not suggest autocomplete choices for these fields. This fails WCAG 2.1 success criterion 1.3.5 (Identify Input Purpose).
When using a keyboard to navigate the page, some elements can't be tabbed to - for example, date pickers. This fails WCAG 2.1 success criterion 2.1.1 (Keyboard). In other places, the tab order isn't logical. This fails WCAG 2.1 success criterion 2.4.3 (Focus Order).
Other parts of the page can't be focused or dismissed with the keyboard. This fails WCAG 2.1 success criterion 1.4.13 (Content on Hover or Focus). Other elements can be focussed but do not have a visible focus indicator. This fails WCAG 2.1 success criterion 2.4.7 (Focus Visible).
Tables are used for layout in parts of some pages. This may cause screen readers to announce table elements like rows and columns unnecessarily. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships).
Other tables are correctly used to show tabular data but have empty table headings for some columns or have nested tables. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships).
Some elements are not contained correctly in semantic landmarks, such as navigation elements or form groupings, which may make it more difficult for screen reader users to navigate the page. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships).
Some parts of the page, for example the main navigation menu, can't be interacted with using voice dictation software such as Dragon NaturallySpeaking. This fails WCAG 2.1 success criterion 4.1.2 (Name, Role, Value).
There are various HTML validation errors, which may introduce issues for users who navigate using assistive technologies. This fails WCAG 2.1 success criteria 4.1.1 (Parsing) and 4.1.2 (Name, Role, Value).
Some form inputs do not have text labels, which means screen readers cannot accurately describe these inputs. This fails WCAG 2.1 success criterion 1.1.1 (Non-text Content).
Some pages have an incorrect heading structure, including skipped heading levels and empty headings. Skipped heading levels may result in screen reader users missing content. This fails WCAG 2.1 success criterion 2.4.1 (Bypass Blocks).
Some pages have several links to different pages with the same text. This may cause issues for users of assistive technology when trying to find the correct link. This fails WCAG 2.1 success criterion 2.4.4 (Link Purpose (In Context)).
Images within some guidance PDFs do not have alternative text. This fails WCAG 2.1 success criterion 1.1.1 (Non-text Content).
Some PDFs also do not have tags that enable assistive technology to navigate the document correctly. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships).
There are display issues with some pages when the font size is increased to 200%. This fails WCAG 2.1 success criterion 1.4.4 (Resize Text).
Horizontal scrolling is required when some pages are viewed at 400% zoom. This fails WCAG 2.1 success criterion 1.4.10 (Reflow).
Status messages, such as form submission confirmations, are not announced by screen readers. This fails WCAG 2.1 success criterion 4.1.3 (Status Messages).
Our forms are built and hosted through third party software and 'skinned' to look like GOV.UK.
We've assessed the cost of fixing the issues found in the report. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.
We have reviewed our existing Application Portfolio and those applications that are deemed non-compliant will be prioritised and re-written.
